can't believe you even found a katsuya pic so props there. And the
effect minus the downside seems sorta unique, hasn't been done in that
combo but still a +2 and OC status isnt "that" unique sorta just a
combo of existing things.

Sorry but the pic has already been used for an actual card so that sorta kills the creativity points for the pic. The effect isn't the most creative actually a bit broken. But as you chose to do a ninja that if ever has rarely been done you get bonus points for it.

First off Bandai uses "can" over "may".

Ah yes but if you read the flavor text she has just claimed the title she hasnt had any debuties yet. Once she gets to the leaf the title "The Fifth Hokage" is official bestowed apon her. Your effect is before she claims the title but is using a shippuden picture as i can site it is from a shippuden site. So yes bandai did put it down as Tsunade because she still was.

but she claimed the title of Hokage IN the battle with Big J and little O. Therefore, during that battle, she can be claimed as Tsunade with "Satoosa" or without "Satoosa" and the pic doesn't look different either way
