Not bad, not bad at all. Just a few things. The tsunade should be The Fifth Hokage because you got the pic from a shippuden site so shes the 5th. Also the spacing between the 1st and 2nd effect of tsunade is to much but it you make her name The Fifth Hokage and here characteristice
Leaf | Satoosa | Sannin | Famale | Mental Power: 3 | Name:Tsunade youll be good. The fourth hokage isnt that great tho. I mean all you do in the long run is heal 1 Ninja and get to send 1 of your opponents ninjas back to the deck. Its decent but think about it. If you injured the first 4th they madeall your ninjas were healed instead of 1. The return thing is fine but dont think it fits the 4th.

i meant it as when he sealed the fox and "sent it" into Naruto, meaning the deck...

no it is not broken, because his second effect isn't valid, therefore, when he is injured, the effect resolves, and he has 6 injured like the OC's

No even with out the second effect
to keep a 6 stat in injured. I mean sure when he injures he gets stronger but hes unaffected by your opponents effects also hes an ultimate card with 0 downside.

Oc goes from 4/0 to 6/0 and can't be affected, Sage is 2 stronger in healthy because the senjutsu increases the amount of pain he can withstand and his strength.

Ok so he gets stronger. Still he has no downside no 2 hand cost no anything. OC has you discardsing 2 cards at the start of every one of your turns. Unless you have The Final Valley in play then your discarding granted thats what the deck is for milling but still it has a downside. Also with the new mission card that came out the OC ninja has a little more of a struggle. Your card will prolly be on turn 6. Again im gonna bring up the stats. The sannin and satoosa are the ninjas that have the strong power. The only other ninja that injures out to a six is the 4th hokage. Naruto may be a sage but still the card is broke and i would maybe give it a downside.

2 hand cost.
or
Valid:When this Ninja is sent out to Attack, give 1 Damage to 1 of your in play Ninjas.
or something to give it a downside.
